Association bans selling of land
ITANAGAR, Sep 15: Tarasso Circle Youth Association in a meeting has decided to put a ban on selling of land to people outside the jurisdiction of Papum Poma, within the administrative jurisdiction of Tarasso Circle. It has also put a ban on cutting of Timber, Fishing, Hunting and selling of mithuns for commercial purposes. It was also decided that those willing to sell their land notify the Panchayat leaders, G.B’s or local administration.
The meeting was attended by Panchayat Members and gaon burahs among others. It said that fines will imposed on the defaulters.

ITANAGAR, Sep 15: The Capital Complex unit of All Karga Welfare Society (AKWS) deeply mourned the death of Jamar Ngomle at the age of 94 on September 12 last after a prolonged illness at Yachugi village under Gensi circle of West Siang district.
He left behind 3 wives, 4 sons and 5 daughters.
Ngomle was a social worker and village leader of Yachugi village. He was also a member of the relief team of the 1950 earthquake. He was appointed as GB of Yachugi village in 1952 by JN Thomas, then assistant political officer.
His death is a great loss to the entire society and family members, said AKWS and prayed for eternal peace of the departed soul.

Bank customer lodges complaint
ITANAGAR, Sep 15: A customer of SBI, Naharlagun has demanded enquiry into the incidence of ‘cash transferred’ without his knowledge from his account.
In an FIR lodged at Naharlagun Police station, an APP constable Taba Tacha said that he had deposited an amount of Rs 1.10 lakh to Naharlagun SBI for settlement of personal loan taken from SBI Koloriang branch on Sept 3 last. On enquiry at Koloriang branch, he was informed that “cash has been transferred from his account.’
Further enquiry at SBI Naharlagun on Sept 7, Tacha alleged that CM of Naharlagun did not take any action. The bank customer urged the police to enquire the matter and punish the guilty personnel.

Boy jumps into river
Koloriang: A boy allegedly committed suicide on Tuesday by jumping into the mighty Kurung River. Eye witnesses said Dhiraj Jaiswal, a student of class 10, had left his school bag on a rock near the river before the jump. The body has not been found yet and the search is on.

Daporijo to host state level open chess C’ship
ITANAGAR: The 3rd state level open chess championship would held at Daporijo, the district headquarter of Upper Subansiri, from November 9 to 14 next.

ANLF and NSCN cadres surrender
in Changlang
ITANAGAR, Sep 15: Giving a major boost to the peace building process in the insurgency affected Changlang district, 4 Assam Rifles operating under the aegis of 25 Sector Assam Rifles today secured the surrender of six terrorist of Arunachal Naga Liberation Front (ANLF) and one from NSCN (Khaplang).
In a simple ceremony conducted at HQ Arunachal and Assam Range, these cadres surrendered with one .22 Rifle, four pistols, two revolvers and ammunition. The ceremony was presided over by Commander, 25 Sector Assam Rifles and Commandant, 4 Assam Rifles. The ceremony was also attended by SP, Changlang and other civil dignitaries, besides the parents and relatives of the cadres. All seven cadres are local youth who had been misled into joining insurgency by unscrupulous elements from the UGs, said a release by the AR. The Commander appreciated the bold step taken by these insurgents to shun the path of violence and join the national mainstream.
The event also assumes importance as all cadres who surrendered were locals and hence will prove to be a source of inspiration for other such cadres to come forward and join the national mainstream.
The event also exhibits the goodwill and confidence generated by Security Forces, who by their relentless and sustained operation have been remarkably successful in creating a secure environment in Changlang District and thereby giving a severe jolt to the insurgency in the area, it added.
AAPSU reacts to FCI letter seeking shifting of Regional Office
ITANAGAR, Sep 15: All Arunachal Pradesh Students Union has reacted strongly to a letter seeking shifting/closure of Regional Office of Food Corporation of India in Arunachal Pradesh due to “security concerns”. Shooting incident at Pasighat results in death
ITANAGAR, Sep 15: In a bizarre and shocking incident, a 21 years old young girl died and her mother sustained bullet injuries after an IRBn inspector reportedly fired at them at Pasighat yesterday.
According to sources, inspector Toko Doni of IRBn got enraged after some altercation relating to the girl and opened fire from a revolver killing the girl identified as Rita Dorjee on the spot and injuring her mother Rupa Dorjee, 41. The incident occurred at around 11 am at Paglek village near DFO's quarters.
Rupa Dorjee who sustained serious injuries on her face was reportedly evacuated to Dibrugarh for further treatment. Police recovered the pellets of the fired bullets from the spot, sources said. Meanwhile, East Siang SP informed that the accused is still absconding and investigation is going on.
Meanwhile, United Siang Progressive Alliance (USPA) has condemned the brutal murder of a girl and demanded immediate arrest of the accused. The Alliance also urged the state Govt to release financial assistance for treatment of injured mother who is now undergoing treatment at Dibrugarh hospital. It further said Govt should extend financial assistance to head of the family who lost his daughter.
Home Minister seeks Tamil Nadu govt intervention
ITANAGAR, Sep 15: The State Government today urged its Tamil Nadu counterpart to intervene into the incident in which 20 Arunachalee students studying in Valliammal Polytechnic College, Kancheepuram district were beaten up by Tamil Students on September 13 last.
As told to Home Minister Takar Marde, who spoke to the principal of the institute over telephone this morning, the incident took place in a nearby street in which 7 Arunachalee boys were injured and they are currently under medical care at SRM Hospital.
The Home Minister advised the Principal of the institute to instruct the Hostel Warden to take proper care of the boys and every possible steps should be taken so that such incident do not recur, the Home Minister said in a release.
Meanwhile, State Chief Secretary Tabom Bam following an instruction from the Home Minister communicated with his Tamil Nadu counterpart and requested him to intervene into the matter and resolve the matter amicably.
In his letter to Tamil Nadu Chief Secretary, Bam requested him to ensure the security and safety of the students studying in the institute. He further requested him to ensure that such incidents which may have a communal backlash are prevented from taking place in future.
Forum takes up the cause of the jail
ITANAGAR, Sep 15: Expressing concern over the deplorable condition of the Central Jail at Jollang, where convicts, undertrials and foreign prisoner have been kept together, Arunachal Vigilance Forum (AVF) has demanded immediate initiative from the Government to improve its condition.
A team of AVF, which recently visited the jail, claimed to have found it in a deplorable condition without having sufficient infrastructure and separate cells for the prisoners which often leads to conflicts among the undertrials and convicts. Further, mingling with inmates suffering from various communicable diseases like TB etc. by other prisoners is not at all a healthy practice, the Forum said in its letter to Home Minister. Moreover, there is one prisoner from China who is staying along with other local prisoners which is not appropriate. Above all, the responsibility in regards to safety and security of the foreign prisoner completely lies on the hands of the state Government, it said and demanded the Home Minister to construct separate cells for all kinds of prisoners immediately.
The Forum also demanded for construction of staff quarters, proper water supply, providing sports facility to the prisoners, improving medical facility, establishing a jail canteen and engaging ITBP or IRBn jawans to guard the watch towers.
Society calls for segregation of jail
ITANAGAR, Sep 15: Cultural and Literary Society of Mishmi of Anjaw and Lohit called for setting up of a District Jail and a Children Home for the underage juvenile offenders at Tezu, Lohit district immediately.
It said that keeping under trial persons, some arrested for petty crimes and other juvenile offenders in same jail together is not congenial and safe. The jail may serve as a platform, a room for unholy alliance between the innocent and wicked person and it could be detrimental for some people, it said. Several hardcore terrorists and criminals who have been arrested by the state police from different region of East Arunachal on the charges of murder, kidnapping, extortion and rape are locked up in an ordinary jail in Tezu until acquitted or convicted by the District and Session Court Tezu, the Society said.

ITANAGAR, Sep 15: A gunny sack containing dressed meat of wild boar was seized by the patrolling team of the Poma and Lobi wildlife range from Ganga daily market here around 11.30 this morning. However, no meat or vegetable vendor in the market has claimed ownership of the meat which had been kept under an ice box in a gunny sack, range forest officer Goba Doke informed. Expressing apprehension that wildlife meat is being sold surreptitiously in the capital’s daily markets, Doke has sought the people’s cooperation in putting an end to the racket.
Forum calls for strict adherence to guidelines
ITANAGAR, Sep 15: Changlang Elite Forum (CEF) appealed to all the Government Departments to strictly follow guidelines issued by Planning Department while executing schemes under SPA/ACA, NEC, NLCPR etc.
The executing agencies should furnish all tender related informations in the office notice board or local dailies thus helping eligible contractors to participate in the bid process, CEF said in a release. While urging all such departments not to compromise with quality of work, the Forum said that Govt has introduced 3rd party monitoring agency to check quality of work.

ITANAGAR, Sep 15: The Union Home Minister P. Chidambaram inaugurated the DGPs/IGPs Conference in New Delhi today. In his address Chidambaram exhorted the Intelligence Bureau and the intelligence wings of State police forces to continue to do their silent and solid work. The Minister said that we have taken up the task of capacity build since the Mumbai terror attacks, but more needs to be done.
Apart from representatives from the centre, Directors General and Inspectors General of Police of the States and the Union Territories; Chiefs of Central Police Organisations and other delegates were present. President’s Police medals for meritorious service and Police Medals for Distinguished service were also conferred on 37 police officers on the occasion.
Between September 1, 2010 and August 31, 2011, 29 personnel were killed in the North East; 41 in Jammu & Kashmir; and 163 in Left Wing Extremism affected States, he said.
“Questions have been raised about the capacity, competence and commitment of our security forces and, especially, of the intelligence community. Doubts have been expressed about the investigations that are underway and, especially, of the cases that remain ‘unsolved’. There is concern about the long time taken for completion of trials and conviction of the accused. While I shall deal with these issues presently, I think the leaders of the police forces – and especially the intelligence community – need to communicate more openly and more often to the people”, he said.

The remarkable improvement in the North Eastern States has not attracted the attention that it deserves. Last year, I referred to the appointment of two interlocutors to talk to various groups in Assam, Manipur and Nagaland. I am happy to report further progress. We have ceasefire agreements with both NSCN(IM) and NSCN(K). We have Suspension of Operation agreements with NDFB, UPDS, DHD, ANVC, KNO, UPF and, more recently, with ULFA. The commencement of formal talks with NSCN(IM) and ULFA has been enthusiastically welcomed by the people. Some splinter groups and some smaller groups are still holding out and refusing to accept the offer of talks. In Manipur, a united front of seven Meiti underground groups has been formed. Therefore, a large presence of security forces in the North Eastern States is a necessity to deal with both the threat of violence and the cases of extortion. While we are happy with the decline in the level of violence, we can be satisfied only if the ongoing talks with different groups lead to the disbanding of armed cadres and honourable political agreements.
The challenge of terrorism is a formidable challenge and requires a comprehensive strategy of counter terrorism, he said.

Meanwhile, APPDSU expressed grave concern over destruction of police station on September 12 in front of the DSP, attack on two members of the union at general ground, Sagalee. It claimed that no member of the union is responsible for the either incident. While condemning the administration of the area concerned for failing to maintain law and order situation, APPDSU demanded the authorities concerned to suspend AB Mondol (I.O) of Sagalee police station for his negligence towards his duty as well as failing to initiate inquiry into the entire episode and book the culprit involved.

By being the Mission Director, NRHM in his last posting, he pointed out that East Siang District is one of the best staff placement districts amongst 16 districts in the state and should provide best health delivery systems. He specifically stated that getting posted in own local place should be taken advantage of. Therefore, we all should be committed, sincere and work for own community and own villages. He urged all Hospitals of the district to be the best IDSP reporting hospitals in the state. He also pointed out that the NGOs in the district be used as they know “Where the shoe pinches are “.
He informed the health establishment in the districts that every possible help will be extended to all health administrators for effective health care services in the district. He requested District Medical Officer to deal firmly with insincere health staff, to delivery health delivery system of the district as the best in the state.
The Guest of Honour Dr. K. Lego the Jt. DHS (T&R), Pasighat emphasized the need for dedication and determination of the health services to fight against the ocean of bacteria and viruses. He also warn against complacency of professionalism. With the emerging newer diseases and organisms the health delivery systems should adopt new methods and technology to combat diseases. The Jt. DHS (T&R), assured the DSC that henceforth the General Hospital Pasighat will provide weekly health data to DSU.

Training on strategic water management

The training was sponsored by Scaling up of water productivity in agriculture for livelihood (SWPAL), under Ministry of Agriculture, New Delhi.
During presidential address, Dr. R. Bhagawati, Joint Director, ICAR highlighted the importance of the training programme and apprised the rural farmers regarding the necessity of management of water in various aspects of day to day life, agricultural practices and industries. He also mentioned about the shifting from Jhum cultivation to permanent cultivation practices.
Deputy Director, Horticulture Bokar Riba, explained the importance of water in the large scale production of horticultural crops. He was able to create a spark on farmers to excel in life by the help of agriculture practices by explaining the success stories of farmers he had come across.
Dr. M. Singh, Senior Scientist briefed the farmers about role of water in farming system to get higher profit per unit area.
A. Kiran Kumar Singh, SMS, Agronomy gave brief description on the types of soil and water conservation measures to increase the farm productivity. He also stressed on the System of Rice Intensification a water efficient rice production technique, importance of soil and water for various agricultural practices and how better we can manage the water in the region for long term use and sustainable growth of the region.
Dr. P. Sharma, SMS, Horticulture, spoke on water management on horticulture crops and nursery management.
Dr. S.P. Singh, SMS, Plant Protection, besides delivering lecture on mushroom production, detailed the farmers about disease management measures for agricultural and horticultural crops. Dr. Manish Kanwat, SMS, Agriculture Extension briefed about participatory approach of water harvesting and its efficient use for crop production and other use.
Rita Nongthombam, SMS, Plant Breeding explained about the screening techniques for resistance to drought for sustainable production of field crops.
Dr. Doni Jini, Scientist, Veterinary Extension briefed participants about use of water in poultry sector and Dr. M. Sharma, SMS, Animal Science, detailed about judicious use of water in piggery sector.
Dr. Goutom Bhagawati, Technical officer, Meteorology, explained about climate change scenario and adaptation and mitigation strategies and also about Integrated Pest Management measures for controlling devastating pests of agricultural and horticultural crops.

Mushrooming associations

Dear Editor,
I would like to share my feelings about my community and mushrooming of so many associations for personnel benefit. No matter who comes to power, the very community will remain as Nyishi. Why are we looking for momentary joy? We are not finished here but miles to go.
It’s my earnest request to the highest body of Nyishi viz.NES & ANSU to notify if there is any other recognized association in your constitution..
I know only ANSU and NES since my childhood. We dont know NWA, ANYO which have cropped
up like virus for vested interest. Please notify it in every Nyishi inhabited district.
Let’s not entertain any form of pro-
NWA is a self proclaimed organization with no mandate. I would like request the NWA brothers/ elders please do not play with the mind of people if you cant do anything for the community. Ever since the NWA started writing against the movement, we could not digest a bit. Please remain silent, if you can't even think good for Nyishis'. The appointed to the post of our elders in various posts are done due to their capability and merit. So dont talk about them even, which will hurt their sentiments.
Nyishi Dignity Rally on 13th September, was a total success and we are very much satisfied with the resolution passed by the NES and ANSU. There is no question of regret. We support and will support NES and ANSU movement till justice is delivered.
Regarding other organisations like ANNYA, NCC, etc we dont even want to hear from them.
